NOTICE OF INTENT: Severe Combined Immunodeficiency (SCID)
The Genetic Diseases Program is proposing to amend its existing rule to add an additional test to the newborn screening panel to test for Severe Combined Immunodeficiency. In accordance with the Administrative Procedure Act, notice is here by provided that a copy of the proposed rule has been delivered on July 10, 2018 to the legislative oversight committees which oversee LDH rulemaking. The major amendment to the existing Newborn Heel Stick Screening rule proposes to add Severe Combined Immunodeficiency (SCID) to the panel of tests all newborns are screened for in Louisiana. Secondarily, the proposed rule updates procedures to reflect modern laboratory methodologies and to update current addresses, phone numbers and fax numbers. Finally, a proposed amendment to the lab fee rule will make the Newborn Screening Panel lab test fee consistent with the fee currently collected by the Newborn Heel Stick Screening program. The current rule can be found on the Division of Administration Office of the State Register website under LAC 48, Part V in Book 2 of 2.

Notice of Intent: Traumatic Head and Spinal Cord Injury Program
This proposed rule amends language in order to align with statute changes to R.S 46:2631 and R.S 46:2635 (A) approved in the 2018 Regular Legislative Session, ACT 424, and to codify current processes to ensure timely and efficient delivery of services to participants.

Health department provides health risk data to St. John officials
The Louisiana Department of Health today released information regarding chloroprene emissions at the Denka Elastomer plant in LaPlace to officials in St. John the Baptist Parish. The assessment was prepared at the request of the Parish Council for the St. John School Board.

LDH Awards $800,000 to the Southeast Waterworks District No. 2 of Vermilion Parish for Drinking Water System Improvements
The Louisiana Department of Health’s Office of Public Health awarded an $800,000 loan to the Southeast Waterworks District No. 2 of Vermilion Parish through the State’s Drinking Water Revolving Loan Fund. The low-interest subsidized loan will help improve the District’s Water System.

Medicaid Open Enrollment begins June 15
Open enrollment for Healthy Louisiana begins June 15, 2018, and runs through July 31, 2018. During this time, people enrolled in Medicaid’s managed care program, known as Healthy Louisiana, have the opportunity to choose a new health plan or do nothing and remain with their current plan. There are five health plans that deliver physical and behavioral health care services to the nearly 1.5 million Healthy Louisiana enrollees.

Medicaid Program - Repeal of Reimbursement Rate Reductions and Program and Services Terminations
Rescinds all of the July 1, 2018 Emergency Rules which reduced the Medicaid reimbursement rates for designated services and terminated certain programs and services.

The Louisiana Department of Health, Bureau of Health Services Financing has submitted Final Rules to the Office of the State Register for publication in the June 20, 2018 edition of the Louisiana Register in accordance with the provisions of the Administrative Procedure Act, R.S. 49:950 et seq.

State of Louisiana is working on plans to keep more people with serious mental illnesses out of nursing homes
The State of Louisiana and the Louisiana Department of Health announced an agreement with the U.S. Department of Justice to help ensure that people with serious mental illnesses have the opportunity to live in a community setting.

PUBLIC HEARING: Notice of Intent - Sanitary Code/Water Supplies
Under the authority of R.S. 40:4, 40:4.13, and 40:5 and in accordance with R.S. 49:950 et seq., the Administrative Procedure Act, notice is hereby given that the state health officer, acting through the Louisiana Department of Health, Office of Public Health (LDH-OPH), intends to amend Part XII (Water Supplies) of the Louisiana State Sanitary Code (LAC 51).
