The purpose of this RFI is to solicit proposal information from qualified potential responders that can provide a Licensed Adult Residential Care Facility (18 and over) location that will act as transitional housing for the Severely/Persistently Mentally Ill (S/PMI) individuals with an array of services to those individuals discharging from facilities or accept referrals from all regions of the state, including State institutional care facilities, public and private hospitals, other state partners, community based service providers, legislators on behalf of constituents and family members.

This RFI is issued for the purpose of gathering information, including cost projections from qualified entities who show a demonstrated capacity to provide highly specialized technical assistance and consulting services regarding the Medicaid program and related issues. The information sought includes, but is not limited to, technical assistance and consulting on Medicaid reimbursement methodologies, disproportionate share hospital (DSH) payments, provider taxes and donations, the uninsured, Medicaid waivers, Medicaid eligibility requirements, and the State Plan and the impact of various federal Medicaid rules and regulations.

This RFI does not commit the State to contract for any supplies or services or make a grant award. Further, the State is not seeking proposals through this RFI and will not accept unsolicited proposals. Respondents are advised that the State will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will solely be at the interested party's expense.

The ECSS management entity will be a management organization responsible for credentialing and contracting with a network of locally- and regionally-based ECSS provider sites.

This RFI is being issued for the purpose of gathering information from vendors, stakeholders, and other entities who can contribute to innovative approaches and identify opportunities for HSS related to this procurement for Emergency Preparedness. HSS wishes to procure an all-inclusive portal that will be dynamic for PC or mobile device usage for providers and employees from various State and local agencies.
